Don Chambers - CEO/President
Don is a graduate of California State University, Northridge. He started his insurance career with Liberty Mutual Insurance Company in 1979 as a commercial lines underwriter then moved to business insurance sales in 1980. In 1981 Don joined Safeco Insurance Company and was promoted to branch marketing management in 1984, and again to general management in 1987. He led the Los Angeles branch operation through the Proposition 103 crisis and the Northridge earthquake, to being Safeco's most profitable branch/regional office from 1995 through 2002. His regional operation employed up to 550 employees, generated over $370 million in premium revenue for Safeco, and ran combined ratios always below 93%.

Don left Safeco in 2002 and formed Chambers & Company, Inc. an insurance holding company focused on acquisition and development of property and casualty insurance agencies. In 2004 Chambers & Company acquired Colonial Western Agency, Inc. and changed the name to Colonial Western Insurance Agency, the operating name for the brokerage firm over which he presides.


Laura F. Chambers, CIC, ARM - Executive Vice President
Laura received her Bachelor of Science in Business Administration from California State University at Northridge. She also holds the Certified Insurance Counselor (CIC) designation, as well as her Associate in Risk Management (ARM) designation.

Laura has over 27 years of experience in the insurance industry. She started her career working for various insurance carriers in Underwriting, Marketing and Management positions. She then went into Direct Sales and Account Management of medium to large commercial businesses. She has been providing Professional Risk Management and Insurance services to her clients for the past 20 years.

She has a broad range of experience including Product and Operations Liability, as well as Professional Liability for contractors and manufacturers. Laura also has extensive expertise in Workers' Compensation Insurance and related Risk Management practices.


Dave Breslow, CIC - Vice PresidentDave has worked for Colonial Western Insurance since moving from New York to San Diego in 1986.  After starting as a customer service representative he was promoted to Account Executive then to Regional Sales Manager and is now a Vice President of the corporation focusing on commercial insurance sales to medium and large commercial accounts. 

After attending college in Buffalo, New York, Dave completed his insurance training at Pohs Institute of New York.  He continues to focus on enhancing his product and market knowledge and holds the CIC designation and stays current with all new rules, regulations and policy enhancements.


Don Emory, ARM - Vice President
Don Emory is a vice president with Colonial Western Insurance Agency, specializing in all lines of insurance for physicians and healthcare related risks. Prior to joining Colonial Western Insurance Agency, Don spent 7 years with a large regional captive brokerage which represented a physician professional liability insurance company. His primary focus was the development and delivery of other insurance products to their existing and new clients. He began his insurance career with Safeco Insurance Company holding various positions in their commercial lines underwriting and marketing departments. He has over 20 years experience in the field of insurance and has earned the Associate Risk Management (ARM) designation. He is a graduate of California State University Northridge with a Bachelor of Science degree in Economics. Don serves as a board member of the Fresh Start Surgical Gifts Foundation which serves the needs of children and young adults.


Ed Eybsen, Vice President
Ed graduated from Ohio Northern University with a dual major in Accounting and Business Administration. He holds the Registered Health Underwriter designation from the American College and the Chartered Benefit Consultant designation from the NAABC. He teaches a course entitled "Managing Employee Benefits Programs" at the UCSB extension in Ventura and continues to be a guest lecturer at UCSB extensions in Ventura and Santa Barbara. Ed also serves on the board of the West County Employer Advisory Council.

Ed managed the Employee Benefits Department for a Ventura County Agency and owned his own Agency specializing in Employee Benefits before joining Bolton & Company in 1991. After a brief time with an Agency in Santa Barbara County, Ed has formed an alliance with Colonial Western Insurance Agency devoted exclusively to Employee Benefits Programs. His 24 years in the Insurance Business has given him a strong knowledge base to help his clients design a program of Benefits that is valued by their Employees and cost effective for the Employer.


Anna Rawls, Vice President
Anna has over 32 years of experience in the insurance industry and is currently an Associate in Risk Management (ARM) candidate. The last 13 years have been with Bolton & Company in an account management capacity.

Her dedicated focus has been on the primary servicing responsibilities for a large variety of commercial accounts (some with international exposures) such as manufacturing risks, distributors (wholesale and retail), software development organizations, defense contractors, aviation risks (including aviation product manufacturing risks), commercial property owners, law firms, restaurant chains and a variety of commercial contractors.

Her level of expertise includes risk management and related practices and services utilized in the marketing, negotiation and placement of coverage for some of the agency's largest commercial clients, inclusive of Commercial General Liability, an extensive variety of Property insurance, Auto insurance, Workers' Compensation and a broad range of Professional Liability coverage lines, including Directors & Officers Liability, Employment Practices Liability, Fiduciary Liability, Technology E&O and Miscellaneous E&O coverage. Anna attended Cal State Los Angeles where she majored in Business Administration.


Ray Smith, CIC - Vice President
Ray Smith spent 16 years with Safeco Insurance Company as an Underwriting Manager and Marketing Manager working with independent agents to identify and write profitable business for the largest and most profitable branch office in Safeco. Joining the agency ranks in 2001, he was Vice President of Insurance Services where he managed the client services and account development of the agency. He currently is a Vice President for Colonial Western and specializes in all lines of insurance for physician related risks. He holds a Certified Insurance Counselor (CIC) designation and received his Bachelor of Science degrees in Marketing and Management from Oklahoma State University.
